Liquid eyeliner would work the best in terms of liners.
Wear an eyeshadow base (I use Rimmel CoolTouch shadow) before applying any eye makeup.
Apply your eyeshadow wet, if possible; it really helps them stay on.
I wore Revlon ColourStay foundation on a trip to Cuba and it worked out nicely, too.

sweat-proof makeup should solve the problem. For the most part. A good sweat-proof concealer will blend in completely and stay crease resistant until you remove it.
